ABOUT THE PROJECT.
The first phase of the project, which is the segment from River Road to 11th Street, is planned to be fully completed in November of 2024. Phase 1 improves traffic flow in Noblesville by building a new bridge over the White River. Four new roundabouts will move traffic efficiently and safely through the entire corridor. Phase 2 will include widening the existing Pleasant Street to four lanes, and reconstructing the roundabout at 19th Street to a two lane roundabout. The Midland Trace Trail will be extended along the north side of Pleasant Street in phase 2 to the project’s terminus at 19th Street. Phase 3 highlights include a roundabout at the intersection of Hague Road and SR 32 that will be constructed in coordination and partnership with the Indiana Department of Transportation.
PROJECT MILESTONES.
Pleasant Street is open from River Road to Eighth Street.
Construction of the new bridge over Cicero Creek has begun as part of Phase 3 of the project.
Construction of a new roundabout at 10th Street and Pleasant Street continues, and it will be open to traffic by the end of this year.

PROJECT FUNDING.
The City is pursuing a multi-faceted funding strategy to pay for this critical and transformative infrastructure project. The strategy will leverage the City’s strong financial position that has been created from years of prudent fiscal management and from targeted growth strategies that provide more jobs, income, and property values to the City. More than $1 billion in private capital investment has been made in Noblesville since the beginning of 2020, which will contribute to the tax base and spread the impact of this project over a larger group of users and beneficiaries.
